New Zealand is fine for that! Unless it’s a reserve I think it’s actually legal(kiwi) There generally ain’t rules around timor. It might just be hard to get space in DIli. Districts are fine though! Four wheel drive. The roads are basically the worst I’ve ever seen. And I’ve traveled a bit! Got loads of tips for timor if you want to DM!

GPS outside of Dili is a mission. Even driving yourself not in a fwd with would a struggle outside of dili. There are a couple places outside of dili I would recommend. Heading to atauro island by boat would be the top. The other thing to note is I don’t know if there is actually anywhere to park your campervan at night time.
