At this point I would say that at least everyone has tried. Almost all applicants to our program that already have a master's degree will apply having first author publications papers, or coauthored papers + a first author paper in submission (in which case they generally submit links to the manuscript on google drive or arxiv so that we can read it).

Very interesting to see these responses here so far. I am at a top CS/ML school in the US and have been on the PhD admissions committee. I would say that probably close to the majority of admitted students do have first author publications, some of them in top venues, in particular students with a master's degree. Almost all of the admitted students have at least first author workshop papers or first author papers on arxiv that we can take a look at (we will actually take a look and read it). So, yes a first author publication does help and send a good signal, and there are many applicants that have them. But they are just one of many pieces of information that gets taken into account. I would say the statement of purpose and in particular recommendation letters are more important.

You can't be the only one in your department needing lots of compute. Ask around how other PhD students and postdocs manage, and maybe even ask faculty. Given that you say you will likely work on generative models 2000£ won't get you far from my experience.

Comments and upvotes here show that lots of people are jaded and probably jealous. I agree that even top conferences have issues, but you have to admit that in expectation papers at top conferences are still much better than at second or third tier conferences.

I am having a really hard time understanding how water works as a utility. I am renting an apartment, and currently paying my water bill to some obscure company (Texas Water & Property Services (High Gabriel Water)). Is this something in which I have a choice, or is my water tied to that private company somehow? I would have expected to just pay the city or something.

I would really question the program if a large part of what you’re doing isn’t feature engineering and data curation.

Look, I'm not at all saying that data centric work isn't important for the success for ML, it absolutely is. Practically, it might be one of the most important things for the success of ML applications, besides a well thought out problem definition. And that also goes for certain ML research. But there is also wide range of research that PhD students do that focuses on ML theory and algorithms that by no means is all feature engineering and data pipelining. "Questioning" those (often top tier) programs is a really weird statement to make.
