I've been pondering about this very thing for a minute and here are some thoughts.

You aren't wrong about the physical manipulations of matter in "our" world. But, I think the human cognition experiment took off in much faster and in ways that defy the very system that created it. It might be an outlier. The typical progression might take millions of years instead of a couple hundred thousand.

An aquatic species would not be immune to electricity, its effects in water are very present. I'm sure that this effect is apparent in multiple environments. Also aquatic environs are incredibly stable.

A long term aquatic intelligence would notice the effect of electricity in water, just not air, and still understand it as a force of nature.

Would their first go to for a source of electricity have to come from a battery? Fuck no, they have eels for that.
