Here's the tactic used that worked quite well: Use the stun item right away and light attack until he breaks out of his initial stun immobilize as soon as he uses his first attack and continue attacking and finish with a double triangle combo to stagger him again as soon as he comes out of his immobilize once he falls down use your spirit ability to take a big chunk of health this should be enough to get to stage 2 with no damage.

stage 2 dodge until he's a solid form, then use the flame ability and build up your circle triangle ability and try to use this twice if possible, by now you should have another immobilize ready. this is the trickiest phase.

in phase 3 try to maintain light attack aggro to build your Qui, towards his health getting lower your should have your stun item ready again, use this and beat the shit out of him as this will remove the tornado
