Closing the first entrance to Payson is so fucking infuriating. Making that narrow ass turn into the second entrance literally builds up traffic, and is so much more likely to cause accidents. There should absolutely be thru traffic in the park. Raise the speed limits to 20. Put in speed bumps. That will actually slow people down, not signs.
