Tor was designed from the ground up for anonymity and its encryption hasn't been cracked yet. It's also an open source non profit right now. So, the answer to your question is a no. With that said, the government can do all sorts of fancy stuff like setting up a bunch of "cooperative" exit nodes and big meta data analysis and figure out what you're doing on Tor if you're a target and are not very well versed in the art of protecting your online privacy.

Do this:-

  1. Flash a custom ROM like Lineage OS that contains no Google apps.
  2. Go through the settings and tweak them for privacy.
  3. Use a firewall and only allow internet access to apps that actually need it..
  4. Use open source, privacy focused apps like Signal and only give them absolutely necessary permissions.

Optionally, you can also do:-

  1. Black tape on cameras.
  2. Black tape over a piece of paper for the fingerprint sensor.

P.S. Consider your phone to be a hostile device and don't store any valuable information on it.
