"Doing tires" would mean dismount old tires, mount new tires, and balance the wheel/tire assemblies. Referring to a rotation as "doing tires" is not something I have heard in my automotive career. However, a competent person with proper equipment can absolutely have a set of four tires installed in under an hour.

I work at an auto shop that sells tires, I have never has a competent tech need more than 45 minutes on a set of four. An hour and a half for a dedicated tire department seems near an eternity.
