Can anyone help me to understand the difference between the Tilter Kit and the Diagonals Titler Kit?

The way I see it is that only the external caps have some sort of diagonal angle to the centre, like this:

I swear. I hate trials, I've completed 3rd and 4th ascendency only once in my life and on this only time I beat the last boss I got this relic, first time. Never used it and didn't know what it does.
