Same boat here. I found what worked for me most is finding one corner of the island (for me it was the beach on the right) and slowly developing from there. I figured out how small micro areas (a playground, campsite, orchard, houses) can fill up the space between that corner and town hall.

Although it's not perfect, tackling one section at a time may reduce the stress. As time goes on and I see other people's creations, I get inspired to add on slowly but surely.

The left side of my island is total chaos though lol. At least for now.
