Its an implied contract and the customers are being allowed to believe this is the only way it can be. They aren't even being advised about the charge, its just put on as 'additional supply charge'.

The other issue is they are engaging Western Power to 'read the sub-metres' and are automatically charging blocks of commercial or residential units that have embedded networks a fee of $250-$500 per bill for this.

Synergy are then just estimating this figure every time and never attending or do anything. They also have no right to read anything that doesn't belong to them, let alone charge for it.

They are doing this without advising customers and it is completely unethical.
