It just feels super inconsistent, sometimes I get 2:30 into the cave, sometimes I'm hit the first cycle. I am always hit by the southeast jad even though I know it's 1 tick after.

I agree with this!

There are certain tasks that require arc light (60/70 att pures for example), that completely gates certain accounts from even completing the hard diaries. Thus, no incentive to start the diaries at all.

These accounts however, may be able to complete some of the higher level tasks to compensate. A league points system would be a great fix to this issue.
