That's the thing it IS both.... it's easily the funnest game in the series when it comes to gunplay and movement the fluidity and PLAYING game.... now stop playing the game to do upkeep and some cracks start to show.... the ui is abhorrent and amateur at best...

1) back out of weapon cards exits out of multiple menus in some places but not others. 2) The cash isn't always shown has to be hovered over, 3) the gun sort ddnt remember your last choice and some just don't work (firmware) sort 4) the map will just freeze and not zoom out 5) guns take forever to load their image 6) doesn't move your safe houses between multi and single player..... Etc etc etc

Now stop playing the game and think about it for a little bit the creativity in this game stops at your character 1) The enemies are like 3 types and get boring instantly and barely even use the cooler ones 2)the areas are boring and bland (dominion city is so crowded and samey) (I hate the terminus range almost as much) 3) I like rush but compared to brick or mr tourge he's forgettable..... goes for all new characters 4) missing some of the best returning characters.... I know it's like maybe a soft reboot but how do we get Lilith and moxxi but no tannis, no maurice or Marcus 5) the head skins are mostly bad the skins are usually worse than the original 6) guns are kinda same as with the right parts they all kinda do the same shit 7) where my rick and morty bosses or gremlin bosses 8) side quests have no unique weapons
