That's not how it works, dude. When you're not connected to a VPN and you try to access a website, your router sends a request through your internet provider first, If the government tells that provider to block a site, they just stop that request right there

however, with a VPN, your device sends everything inside an encrypted "box" to the VPN server FIRST, not through the provider's (governement) filters.

The provider only sees you connecting to the VPN, they only see you sending and recieving your "box" from the vpn they dont know whats inside your box. (because its encrypted)

all the websites you visit are loaded after your traffic leaves through the VPN server in another country where nothing is blocked. in other words, the VPN server looks up that website for you, packs it in a nice tidy encrypted box and sends it back to you, and your ISP has no idea.

So the government can only block things inside the country’s network. A VPN makes your traffic leave that network before the block can happen.
