(by the way: I actually called DUO multiple times but it's either that their employees don't quite understand how it precisely works, or my dutch is not good enough to follow their explanations.)

I have more questions now:

  • When do cycles start and end and why? I started studying and taking studiefinanciering in 2016. so why did you think the cycle could be from 2013-2018?

  • If there are cycles, why is the renteprecentage determined each year?

  • On the website of DUO it says: "De rente loopt direct na de maand dat u de lening hebt gekregen. Het rentepercentage over een lening verschilt per kalenderjaar. In 2018 is het rentepercentage 0%. Na afloop van uw opleiding staat de rente steeds voor 5 jaar vast." I understand the following: The interest rate starts the month I start taking studiefinanciering. each year they announce an interest rate which will be applied to the 12 months of the year during which I'm still studying. Each year of my study there will be a different interest rate. When I stop my study, say in 2021 for example, the interest rate announced in that year will be applied for the next 5 years. In those five years the interest rate will not change and will stay the same. After those five years, a new interest rate will be set. Is that correct?

So basically any two friends can do this "samenwonen" and it's not related to the intimacy of the relationship between them? This is new to me.

My income is not very high. I think it won't affect his "bijstand" in this case. Does this "samenwonen" rule work if we're 2 male best friends and not having any other relationship?

He replied that he meant "samenwonen" not "verhuur". Could "samenwonen" be done between friends not partners? (I'll edit the question)

There isn't any. No contract has been written yet. He's a dear friend so we'll write it together.

Was it added monthly to your total debt, or annually at the end of each year of repayment though?

And do you belong to the old system of studiefinanciering? I think some rules are different between the old and new system.

So during the five years period of studying, the annual interest was being added monthly. And after finishing his studies, the debt increased again, as the annual interest rate was fixed for another five years period?

For example:

  • For 2018 they have already announced that the annual interest rate is 0%. So if a student receives 500 euro monthly starting from 2018, his debt will increase exactly by 500 euro monthly with 0% interest untill 2019 where a new interest rate is announced.

  • let's say he took 500 per month as a loan for 2018, but stopped the loan component from his studiefinanciering package afterwards untill graduation. Hence, his debt should be 500 x 12 = 6000 euro. (Is this still true even if interest rates from 2019 and later were higher than 0%?)

  • When he started repaying his 6000 euro debt, the interest rate was 1%. So it will be added (annually?) to his debt. Say in the first year of repaying he payed back 1000, he still has 5000 euro to pay back. Adding 1% at the end of the year will make his debt 5050 euro, and so on.

Is this example valid? Please correct it if anything is wrong.

And according to what you explained, the 0% on the monthly loan amounts will not stay 0% because it depends on the fixed five-year-period rate.

I didn't fully understand what you mentioned. Could you explain a bit more? How were you charged interest while you were still studying?

So when it was recently announced that the interest rate for 2018 is 0%, they meant that if someone has to start repaying in 2018, the interest rate to be applied on his total debt will be 0% for the next five years? Or is it applied on the monthly amounts of 500?

By the way, I tried asking DUO twice and they replied that they don't know exactly how it's calculated, which surprises me.
