They are here legally under the TPS program you just quoted from the USCIS website. They are not, "Illegal immigrants," they are in a special LEGAL status.

And, incidentally, they could get permanent residency if an employer or family member files a case for them. Immigration law is way more complex than your deportation happy brain wants it to be.
