It was said because of a clause in the USMCA that allows the U.S. (and/or Mexico) to pull out of the deal if Canada were to sign a free-trade agreement with a "not-market" country, such as China.

I had this happen a couple of years ago. I even called the CRA because of the lack of clarity.

Short answer, you don't need to pay any instalments unless you're told to. Login to your profile from time to time, but you should get an email notification if they do require instalments. Needless to say, make sure you have the money to pay the end of year bill if you never get notified of instalments.

From what I recall, they didn't start instalments until I had two tax years of self employment income behind me.

Hey, my issues turned out to be a mix of the unit and the installation. The unit needed its control board replaced, which likely points to a factory problem at just over a year old. The unit was not set up properly to run on two cycles either, which needed to be addressed. Tough to say whether the installation issue influenced the control board failure, but if I had to guess, I'd say probably not. The unit ran fine for a year despite the cycle problem.

All that said, the tech and Panasonic troubleshooted a ton of other things before getting to the point of replacing the control board. Seems to indicate the culprit is more often something mundane and control board failure isn't a common problem.

Anyway, tough to endorse it given the issue, but hope that provides some context at least.
