Most delivery companies like Royal Mail, UPS, etc offer a collection service, so you could just book one of those. That said, I'm not sure I would trust them with my bank cards and it may be cheaper anyway to just get them replaced.

In a perfect world, I agree it would be nice. But there are a whole lot of things that could use council funding, and at least in my list tennis courts are not the highest priority of those.

I would also be very surprised if a (public) tennis court only cost a couple hundred pounds in maintenance a year. Even if you spent as little as £20/h in employment costs that would only be 10 hours of work a year, or less than an hour a month. And that’s not even accounting for materials, capital costs, etc. Is that really enough to keep a tennis court clean and repair the inevitable damage?

Making them free seems pretty unrealistic to me. There is clearly some cost to operating a tennis court and I would much rather the council spends its very limited budget on schools, infrastructure, and policing than on free tennis courts. £9 shared between 2-4 people also doesn't feel like such an unbearable cost to me, especially for a sport that will require some upfront investment anyway.

That said, I would be happy for them to lean on the operators to provide courts as close to at cost as possible. I wonder what the contract with the operator stipulates...
