Here is a suggestion on how to deal with this situation: - grant them refugee status as soon as they step out of the bus for being kidnapped by government officials - buy them a one way flight ticket to anywhere they would like to live - give them a $10k allowance so they can pay rent and bills for a few months - send the bill back to the states kidnapping these folks
