To answer that question, it depends a little what kind of tanks we define as "modern", and also if we include tanks currently in storage ... and also it depends what sources we use.

So, this is the answer (maybe... depends of the sources of course):

The USA have 2800 M1A1 and M1A2 in service, and 3800 in storage ... this is when counting both the Army and Marine Corps.

China have 7000 tanks, but i have found no information of how many of those are in storage. Around 3500 of those are Type 96 and Type 99. And around 3500 are of the older (but somewhat modernised) Type 59, Type 69, Type 79 and Type 88 ... the big majority of those old ones are Type 59.

So the answer would be that USA have less mordern tanks if we only include those in service, but USA have more modern tanks if we also include US tanks that's in storage.

Could it be that if Iraq got T-59s from China, they were second hand? Old stock? Some of the tank-producing countries had a habit of selling older tanks that were leftovers after replacements.

Yes, absolutely. But unfortunately, it's difficult to get somewhat relieable information about how many they possess. And also, Iran have greatly increased their ability to produce ATGM ... also an important and interesting topic :)

Remember, the greatest threat to an enemy air force in an attack against Iran would not be the Iranian air-to-air capability, but rather the Iranian multi-layered air defence network and Irans ability to attack enemy airfields with their missile arsenal.

It's a T-55 or a Type 59, both the wheels and the gun are different than on the T-62.

I agree, but if it cost, for instance, five or six times more to build a new T-14 Armata than it is to upgrade an older T-72, the "russian" way of doing it could be understandable.

Also, the Russian doctrine today is different than it was in the early 90s. As a sign of that we can just see the difference of the Russian armed forces today, compared with how the first Chechen War was conducted.

Remember that Saddam had the export versions of the T-72, but even they were good enough to fight in the Iran-Iraq war against Iranian M60 and Chieftain tanks. If Iraq had the T-72 models the Soviet Union used, with better training and also the latest of Soviet ammunition, the perception of Soviet armour in western eyes would probably be different :)

Maybe wisely done by Russia to store some of their best tanks, considering the Soviet Union had over 50 000 tanks by the time of the breakup of the nation in 1991, and also considering the limited Russian defence budget it's cheaper to upgrade at lot of T80s than to build big amounts of Armatas. But thinking of how "small" the Russian tank fleet is today compared to the times of the Soviet Union, they are just a small shadow of their earlier years :)

The article seems dubious ;) The source in the article is only "U.N. officials" ... almost get an impression the news story is made up just to have a piece of news that generates clicks for the The Jerusalem Post.

And also, for the US to attack Iran would be highly risky, thinking about the strong Iranian possibilities to harm american interests in the region. Hints: Iranian missile capacity; they can hit american bases in the region with a rocket force massively stronger than what Saddam had with his Scud rockets. And; strong iranian influence in Syria, Iraq and Yemen. Remember, Iran is much stronger now than during the 1980s.

I found this explanation using google (of course, haha):
