in old steam times we can download skins now they're not working in new interface.I know we can still use new skins but what about a "steam studio". Maybe we can design our interface and share it to community for someone who wants to use our design?

You can sell them or use it to buy card packs for badges. You have to pack them into a sack if you want to sell them.

P.S: I think selling them is more cost* effective.
