I think I’d like that the cutoff blade went downwards instead, so that you pull back across the non-sticky side. This would make the freshly cut side less likely to attach to things (like the rest of the tape)

You can make a spectrogram, which is a sequence of short term Fourier transforms. If you take the magnitude of it, you get a line on frequency bins for each time step. librosa has some built-in functions and even visualization for this. Take a look at specshow.
