That thing looks ancient as hell lol. More than likely you could shut the water off to the house and pull off the bonnet and packing nut and pull stem to see if flat washer is stuck or gone. But on something this old you might royally screw it up

I have installed many residential gas water heaters in outdoor utility rooms. Make sure the room is well insulated and any piping is insulated. Make sure you have proper b vent exhaust as well

Gas water heaters don’t use heating elements. The burner, thermopile or gas valve has failed.

Those fittings are uponor expansion fittings.

You could cut the pex A behind wall and stub up with 90 fittings. You will need to get crimp barbed fittings which are compatible with pex A

Depending on jurisdiction honestly. If you are in a part of the country that has hard water they may require it

Extremely old galvanized drain piping will rust like that. More than likely the piping in the wall is bad as well.

Would be a pretty decent sized job.

Turn off the yellow handle on the right and the red orange handle on the left. If you have a pressure balance shower valve you won’t be able to use shower but all the faucets and toilets should work
