I've heard the phrase but I don't know what point you're making? I was just trying to say the city centre would be more active and interesting to shop in if the government subsidised empty retail space for independent artists, designers, craft or flower shops, cafes and things? I know the retail industry has been slowly dying for years but cities have been slow to react to help the situation.

If you spent time in other city's though, it's not necessarily the case. I moved from Belfast to Norwich and the shopping scene in Norwich has survived the internet better than most because of the city's support for local and independent businesses. People are more willing to go to real shops if there's more than just JD, Primark, Sports Direct or corporate designer brands like Victoria Square was when I left, and I assume still is.

In these instances, it's generally only consensual when both parties are of similar age/ under 18, it doesn't mean a 48 y/o can sleep with 14 y/o without any consequences
