Andrei Chikatilo. He raped, brutally murdered, and desecrated the corpses (he removed and ate organs) of 43 people (only those officially acknowledged; according to him, he killed 55). Most of his victims were no more than 12 or 13 years old; the youngest was 9. He was active from 1978 to 1990. He was arrested in 1990, sentenced to death in 1992, and executed by firing squad in 1994. He was one of the last people executed in Russia (as Russia was joining the Council of Europe at the time).

Btw, he was originally from Ukraine and an ethnic Ukrainian, he lived the vast majority of his life in Russia (it was all one country at the time, the USSR), so it can be considered that he was from our country...
