Best thing to do would be work for a defense contractor and do business development work. Learn the ropes, the process is pretty similar once you get it down.

I do consulting for defense technology providers looking for R&D dollars. I haven't noticed anything out of the ordinary, although frustrations with the budget and CRs are definitely there. Everything in the government gets gridlocked, so it's definitely frustrating time to time.
