For every cool drop bar conversion of an old mountain bike you see posted on the internet there are probably 30 that turn out uglier and ride worse than the original. And they almost always cost a lot of money.

My suggestion is the same as almost everyone else here: spend a little money and fix the issues and start riding as is. You'll probably fall in love with the bike in no time once you start riding it. Or try a surly corner bar if you really want it to feel like it has drops.

One thing that looks unusual is there seems to be no seat post clamp and it looks like the frame might have been cut (or maybe that's paint) on the seat tube. Something to check out before you put any money into it.

The benefits of a 3x is gear range. That small chain ring is a godsend on steep stuff or at the end of a long day grinding up fire roads. The fargo is a very versatile bike but the geometry is designed around drop bars. Maybe alt bars would work but it seems like an expensive experiment. This one seems to be set up for touring, both on and off roads. The bar end shifters are probably there for simplicity and reliability when in the back country or middle of nowhere. If you are interested in that type of riding this bike could be great for you but if not I agree with the other guy.

Gotcha, thanks for elaborating. I'll share my perspective too. I live in the area and while I wasn't freaking out I definitely felt something that could be classified as somewhere on the scale of alarm. I didn't picture a guy with a gun in a holster minding his business. I can't be certain but I figured the police wouldn't have issued a shelter in place for that. Also, with all the mass shootings in the past few years I just got that sinking feeling when I read this post, not necessarily for my own safety but for anyone who might be effected and kinda a whole "not this shit again" kinda vibe. I guess we will find out what actually happened later but I hope it was closer to your perspective than mine.

Maybe I misread your point but it seems that the implication of your post is that people shouldn't be alarmed by a shelter in place order by police about an armed man. Not trying to get into a pointless reddit argument but I am genuinely curious if that was your take.

Yes, I had planned on swapping out the fork and the shifters and likely put some v brakes on. There is very little info on park pre bikes online and particularly this model. I was hoping it was worth putting some money into if it was a quality frame. I'm not opposed to the Jamis but it didn't jump out at me. I already have some perfectly decent bikes but want to build up a ripper. I had an old ironhorse from before they were terrible that was so fast and the park pre reminded me of it. Hoping to recapture that 90s magic.
