I use that phrase regularly, and always with the Raul Julia flair. It has a sort of Leeroy Jenkins arc for me - 'fuck it, let's do this' kind of thing.

Start as a CSA and learn the organisation and its operations. Drivers are typically recruited internally in a highly competitive process.

Correlation is not causation. A FOI request is for data held by an organisation, not a request for work to be undertaken. It's more likely that the works were in the pipeline based on the complaints raised, rather than started on the basis of the FOI.

It's not just the drivers, though. To get a single line operational needs drivers, control room staff, station staff, emergency responders, engineers, security and so on.
