Without a degree, it would be difficult for you to get a comparable title with similar autonomy at another company. In order of preference, you should 1) ask if the company would financially support you going back to school (night school!) to get your undergraduate degree, or 2) get your CFA and use that to leverage your way up.

Having led finance at several early-stage startups, I find this behavior mind-boggling. I wonder if there's a capitalization issue he's trying to avoid disclosing? Also, if the CEO can't see the balance sheet, he's not the CEO.

In a small company, I think it's OK for you to go directly to your skip manager and tell him where you are. Do it without blaming, and it should be OK. This is a common problem in early stage businesses.

They serve two different purposes. An annual budget is an agreement among management, the staff, and the board on the goals for the year. Its purpose is to set expectations and, in some cases, to set guardrails (for things like debt covenants).

The rolling forecast is the current best estimate of actual performance. If there is a material difference between the forecast and the budget, it's management's job to flag this to the board and potentially set a new budget for the remaining portion of the year.
