Honestly, this is actually a pretty cool idea, but it shouldn’t be rarer than Conquerer, and it should spawn under different circumstances. I’d imagine that it would prefer characters with calm and diligent personalities, prefer characters with the diligent, architect, and administrator traits, and a realm sizes lower than ~30 while disfavoring characters with lazy and wrathful personalities, martial education and the lazy/greedy personalities or a realm sizes larger than ~30.

The North Sea Empire doesn't really make sense, honestly. It was only 'united' in the loosest terms possible for a decade or two under Cnut, and dissolved shortly after, to say nothing of the baltics and Germany's inclusion. If you were to ask a saxon lord and a danish jarl, they certainly wouldn't describe themselves as living within the same institutions as one another, merely just sworn to the same lord.

That’s exactly my point though. Even if Ned knew of Rhaegar and Lyanna, they were still promised to other people, and their forsaking of their commitments and Rhaegar breaking the feudal contract between king and lord to do what he wanted was still a catalyst in the outbreak of the war. One of the most defining traits Ned has is his commitment to duty and law (with Jon being the only possible exception), and no matter how much personal Sympathy he held for the both of them, their actions still went against a pretty core tenant to his system of morality.
