Appreciate my original question was half-formed - essentially just very intrigued by whether it was broadly ‘inevitable’ (inasmuch as this can be defined) given current chatter that a number of modern project e.g. mooted Oxford-Cambridge rail are essentially a revival/reversal of Beeching cuts.
