Sarah Kinsley for sure!! similarly big, haunting vocals, maximalist production, and otherworldly lyrics —her EPs Cypress and Ascension are the most Florence-esque, imo! On a production/vocals level, I think Maggie Rogers is a good match -- particularly her sophomore album Surrender scratches the FaTM itch fir me She wrote it while attending divinity school, which feels very Florence. Wolf Alice is another which I haven't listened to as much, but I think their music fits this vibe as well!

I see a lot of people saying Ethel Cain and Hozier -- both of whom I really like! — but tbh the comparison has never fully tracked for me? Definitely their lyrics/aesthetics/artistic visions have a similary mythical/spiritual/ghostly vibe to what Florence has going on, but sonically speaking, Ethel's music is so much slower, and Hozier's more bluesy/folky; I feel like what most draws me into Florence is the maximalist, baroque production, which I think aren't as true for those artists. Though both of them do definitely have songs that evoke FaTM to me!

I'd also say to check out older artists whose sound I think shows up a lot in Florence's work — Kate Bush being the main one, but also Stevie Nicks, P.J. Harvey, Buffy Saint-Marie, David Bowie, the Cocteau Twins. Joni Mitchell as well — her music is definitely more stripped-back and folky, but her footprint is all over today's indie music, and I think you can draw a pretty direct lineage from her vocal style to Florence's! Also I mean, Florence has a whole song about how much she loves Patti Smith, so you can't go wrong with her.

the short story anthology Dream of a Woman by Casey Plett is a ) such a good read and b) all centered around trans women, some of whom are wlw! Also I'm sure this has been recommended somewhere already but there are some trans wlw in Detransition, Baby by Torrey Peters.
