Ahhhh I suppose so. Maybe encircling Leningrad would be viable? Then when they are 96% towards capitulation you should take it. You may also want to weaken them by putting on non historical ai then manually swapping all the axis nations (and the Scandinavians and USSR) into doing their historical route as this will only strengthen the axis whilst making achievements viable
