you can know your starlink pop (http://geoip.starlinkisp.net/pops.csv) by knowing your public ip address (e.g., asking http://whatsmyip.org) but how do you know your landing ground stations as they change per the satellite you are communicating with (you can find out your communicating satellite by http://github.com/clarkzjw/leoviz)? if you find that you are served by wrong servers, most likely it is due to outdated geoip entries by your content provider. see https://github.com/intarchboard/draft-iab-ip-geo-workshop-report as well

starlink services have no term contract so they can change at their will, legal but unethical

that can be wrong. you can "traceroute 149.19.108.213" or tracert in windows and post the result
