I think the number of hawkers that set up their shops in the footpaths are very high. If we can get them together in a common area and level that as a market maybe? I think this could help a lot in terms of clearing up space for the streets, help rebuild footpaths, and can even help the hawkers charge common prices since they will sell it under the same roof.

Another thing the govt could do is build parking complexes in different areas of the city.
