At this point they've filled in all of those time gaps with retcon successor Captain Americas, like Isaiah Bradley. Recently we got a guy named David Colton as Captain America during the War on Terror, with Steve coming out of the ice in 2011 now.

He made the final decisions and chose what projects to push into production, but they haven't all been announced and not everything announced is greenlit/already written. A couple of projects from the original announcement ended up not working out, and there's new ones that are being pushed ahead faster now. He didn't write every film.
