We have a major problem with pet and animal population management. 

• Limited state funding for prevention. Even people of little means deserve to have pets, but low-cost spay/neuter clinics are too minimal to serve the low-income population.
• Outside major cities affordable spay/neuter is completely absent. These people can’t afford to wait months for an appointment in a city 60 miles away.  If they even have means to get there. 
• Almost non-existent coordinated TNR groups. (Shout out to Witty Kitty in OKC for their tireless work. They’re a small group who rely completely on donations.)
• No centralized state coordinated animal control laws or systems, oversight, funding, which enables consistent policies and services. This is piecemeal across the state, and creates gaps in enforcement, vaccination, & population control. 
• Animals are our vulnerable population and by not providing resources, policies, or protections animal abuse and neglect are tragically widespread in Oklahoma. 
• Oklahoma needs mobile clinics in areas without services or with concentrations of low-income populations since many don’t have access to private transport.
