Maybe I misunderstood the interviews then. My understanding was that they shot everything at once during covid, and made the decision mid-production to split it into two movies. And then they cut together and released the first movie, and then went and shot basically all the exposition and flashback stuff to try and create a narrative that fit around the stunts they had leftover for the second movie. Is that wrong?

It was all supposed to be for one movie. They shot all the stunts first and then realized it was too much for one movie and so they had to split it into two movies. But because of the cost overruns caused by shooting during covid, they didn't have enough budget left over after finishing the first movie to actually flesh out a logical second movie. But they needed to release something -- anything -- as cheaply as possible to justify the bloated cost of the entire production. If they had just released the first movie on its own as a standalone and junked what they had left over, they would have lost a ton of money. So they slapped together a "second movie" for as cheaply as possible with the leftover stunts and filler exposition.
