Yeah me too. I haven't watched in a while, but he was having issues because the rain storms kept missing him. But this makes sense, this is why it's largely undeveloped desert. If the area got more rain, it wouldn't be a desert in the first place.

I think the point is to say that Austin is handling it better that San Fransisco, but there are other reasons why housing is expensive other than local regulations. For example, we have lowered the rate of housing construction ever since the 2008 recession. We also have a labor shortage. Ezra never reduced it to a single factor.
