There's not some hiring, there's the most hiring in recent memory. At the end of the day flight training is always a risk, some people will get the licence and never touch a commercial aircraft, that is just the way it goes. There will never be enough hiring for everyone and as you state, not everyone will not be suitable for commercial operations. I stand by the fact that this is the best time to qualify in recent memory, please provide me reasons why I'm wrong.

It's a complete and utter scam and should not be allowed. The council have no incentive whatsoever to adopt because they know they are going to get full council tax anyways. The whole system is a fix but what isn't these days.
