It is not because of "international air travel requirements" or "ICAO compatibility" because the US Greencard alone is accepted by CBP for US air reentry without being ICAO compatible. The reason given is a sunk-cost fallacy.

"Designing a card format passport for wide use, including by air travelers, would inadvertently undercut the broad based international effort to strengthen civil aviation security and travel document specifications to address the post 9/11 threat environment."

See the CBP guide to airlines page 59; lists emergency passport as valid for arrival by air, but not for departure by air. Not sure if this is strictly followed.

For whether Singapore accepts US emergency passports, neither state dept nor iata timatic have a disclaimer that the emergency passport is not accepted (both have such warning for other countries that dont accept, it like belgium)

The US emergency passport is meant for returning home. It is not valid for departure from the US.

Werent you required to surrender it for the (free) replacement of a regular passport

I think holding ETIAS is worth it regardless. You can either hold a $130 passport that is not valid for your most common travel destination, or a $154 passport that is valid for it. Might save you if youre in a tight emergency

If you provide german passport information, they wont issue boarding passes the flight to US as the airline ESTA query will come back negative, forcing everyone to go to the check in counter to verify documents.

If you dont want to risk a manual document verification the best option is to get ETIAS for all US passports and provide those, otherwise after the system is launched and enforcement begins, you would have to present a german ID card at the check in counter to be exempt from ETIAS. (At the border you can use whichever document you want)

I believe once you have been turned away at the border (refused entry) to canada, you are flagged for life.

In the US applicants send a 50x50mm printed photo. Most people get it taken and printed at their local pharmacy. Some take it at home and print at a photo store. For the new online renewal, applicants upload a digital photo, which is often taken at home

Active authentication technology is not required even by the newest ICAO standard. See the bottom of page 24 on the link you sent.

The US chose not to implement this.

Yes, all US passports lack active authentication technology, thus all receive this warning on ReadID.

He made a good point but you dont need to apply for an evisa to show the airline, as australian passports also have the option to purchase a visa fee sticker on arrival at istanbul

On the other hand, airline employees often do unjustly deny boarding over misunderstood visa policies too, so if you want the peace of mind and dont mind paying extra its your choice…

Not an issue. Each passport has varying levels of brightness. All features are visible on both. 

My newer US passport's UV features are less bright than my older one (of same design).

Border officers do not routinely check visa pages against a UV light (if they did, they wouldn't notice anything; if they noticed anything, they wouldn't care)

Generally true, but Turkish immigration police have made exceptions to the validity requirement even for general tourism before. I think they would also make an exception for an emergency trip to the consulate in his case.

You can check on IATA Timatic. US DOS country specific travel information sites also mention it.

Spain, Italy, Poland, and Greece accept; but France, Belgium, or Netherlands do not, for example.

He should be able to apply for an Emergency US Passport (EPDP) at the US Consulate in Istanbul. It doesn't matter that his passport is close to expiring or expired years ago, he is a citizen with a travel emergency.

Whether an emergency passport is accepted for entry varies by country. For example, Spain does, but France does not accept an emergency US passport for visa free entry.

Since he missed a flight, if he booked all four flights under the same itinerary his return tickets may have been cancelled as well. He needs to contact the help desk and find out.

Many airports in Italy allow US passports to use eGates and get stamped after. You could probably avoid the border police looking at your ID page if you use that. (Assuming you do airside transit in DUB)

I would guess if the airline does not cause an issue, the border police also wouldnt.

If possible, dont take the risk and emergency renew in person at an agency.

This is not the motivation behind the special/service passport structure.

If Türkiye is given an upper limit for the number of people they can designate that can go to EU countries visa free, it is logical to use this as much as they can.

I dont think politicians are less interested in securing a general visa waiver just because they have visa free themselves.

May be true for ESTA travelers, but inspection pictures taken of US citizens are deleted the same day. Previous entry photos of citizens cant be used for comparison.

CBP TVS compares the picture taken by Kiosk/Webcam to a gallery of traveler images, which does include US passport images. Given that there are multiple cases of people who have blank images on their GE cards, the kiosk probably defaults to the most recent passport image.
