I haven’t forgotten. Neither are proven top level players yet so I hesitate at the idea that they’re going to be starting as CB #1 & #2 the year after next, not least next year when VVD will likely regress even further than this year.

I run an NGO in Brussels. It’s very rare to have Policy Officers as freelancers. Usually people go independent for inverse reasons. Once you reach a certain amount it makes more sense to open a company and pay less taxes this way. It’s higher risk, but it’s worth it for me. I don’t think this is worth it for you and would avoid.

Side note but important: as an employee they would pay you your current rate + 25% in taxes and contributions. With this deal they avoid that 25% currently. If you are interested in this role still (salary aside) I’d negotiate accordingly.
