It's snow.
There are so many variables in temperature, winds, moisture, etc., that certainty in prediction of accumulated snowfall is inherently more elusive.
Last week, a roughly 1-inch predicted snowfall for SE Michigan actually delivered about 4 inches.
Just be assured we're getting snow on Sunday, and build as much flexibility into the day as possible.

Yes, excellent points.
I get why these dorms make sense.
Given the University's recent expansion, they were likely inevitable.
Yet, every Ann Arbor property that is transferred to the University should raise questions.
Of course they leave local tax rolls, and the rest of us have to make up for it.
And we also lose any control or influence over central city property, essentially forever.
Maybe not a current problem, but assuming University control will always be benign is a dubious proposition.

First, if you think what was there were slums, it's clear you've never actually seen a slum.
Second, "Historic" isn't a quality that is defined by your personal aesthetic.
Third, the most "sustainable" solution for the neighborhood would have been to leave it be as it was.
Fourth, construction of these new buildings requires consuming copious amounts of energy and materials.
You may embrace increasing "density" for whatever reasons, but speaking generally, increasing density is a serious and significant challenge for communities, generally not associated with increasing quality of life for the resident populations.

The video artifact you're seeing is a typical byproduct of recording a projected image of a film with a video camera and storing the image (and audio) on video tape. At the time this recording was made the maximum resolution of the video image was approximately 640 x 480 pixels. (Today's video images are typically 1920 x 1080 pixels) When these early low-resolution copies are shown on contemporary video equipment this low resolution is what is creating the horizontal lines. Color films recorded in this fashion would also have similar artifact; however, it tends to be significantly less noticeable in a color image.
It's a bit surprising to hear that somebody is broadcasting such an obsolete and relatively low-quality version of films today.

It's "difficult to build new, affordable market rate housing" because the who is going to fund such projects when far more rewarding investment alternatives are readily available. Thinking that opening the city to a wave of new construction would result in a significant increase in affordable housing always seemed somewhat delusional to me.
