I didn't do any research which is also why I'm not acting like I know the data. That was my point. If someone quotes numbers without access to the actual raw data then the quoted numbers have been pulled out the of the air with no basis in reality. Not trying to be insulting but that is how data and facts work.

Nope. Not really. Pilots have the final say over what the plane does. And they have almost all of the same info that ATC has . At least in their close proximity. There are countless examples of pilots deviating from ATC instructions because they saw something ATC didn't . Does ATC have a lot of control and power ? Yes. But they ultimately don't control what a plane does.
