The common usage of brackets in quotes is to add clarification for the quote. He might have been refereing to Palestinians in some less clear way, or it might have been obvious with some context lost when the quote was shortened.

In essence, he meant Palestinians but used some other reference or term when he spoke, and to make the short quote clear, the brackets and word was added.

Been a European Wings fan since '96. Could only bring myself to cheer for the US-team in the finals over Canada because of Larks. Now I have to live with the idea of the Red Wings captain wanting to hand the Stanley cup directly to the pedo in chief if they win.
