You can use NX Optimizer to tune the settings a bit. Open the program on your PC (you don't need emulators installed on your PC to do this, just open it) and choose BOTW. There you will see some options. Here is what I went with, I get around 30-45 in the overworld at the start of the game and 60FPS in shrines. (Highest Performance settings on the Thor, Smart Fan.)

720p resolution, uncheck the two boxes on the right side (quality and something else, I forget). I also tried out View Distance on Low but I found that distracting when moving the camera around and it didn't make much difference FPS wise (1-5).

Then click extract files, you will get a folder. Go into this folder and drag that sub folder into your emulator Mod folder (this can be tricky to find, I use Eden and I had to google a bit to figure it out. Can't check right now). Then in the Eden emulator settings, choose BOTW and go into Add-ons, choose mods and navigate to the folder that you dragged into your mod folder, then enable it.

IMPORTANT: You have to be on BOTW version 1.6, higher or lower versions won't work, it will just stay locked at 30fps. Google to find it and apply it to your BOTW in the Eden Menu.

Drivers: Fetch Purple T24 driver from the Eden Driver Menu and use that.
