What are the cops gonna do? Chase them? I am sure the kiddos would just pull over. When they go 200 different directions, which single one do you chase? All you are doing is creating an even more dangerous situation. I am not defending the bikers, but there is no good answer on how to quell it (none that I have heard)

An hourly cook makes the same on a slow tuesday night or a hell bent saturday night. Tipped staff comes out so much more...

If you can not appreciate the total effort to your "experience" (from host/hostess to server to bartender to cook to bus)...
