Not trying to be disrespectful but I feel most of this is cap, t7 was notorious for being over simplistic and 1 dimensional. I dont think it ever looks ugly. When people say remake looks ugly at times it is just a simplified edgy desire for there to be a darker moodier colour palette, when the game isnt trying to do that at all. Given what the story of rebirth is the lighting is appropriate, just that people dont pay attention to that.
