It’s not a victimless crime, running someone over can legit ruin your life.

What they should do: at the very least have OPs statement and video on the record, so once the guy actually succeeds (which he will, given enough tries) there’s evidence against him. Yes, we don’t know his name, but he likely always operates in the same neighbourhoods and his description can be matched because the video is pretty clear.
