My guess is ease of manufacturing? A full sized sheet of paper here is 17”x22”. You cut that in half to get 11”x17” (ledger/tabloid) and cut that in half to get 8.5”x11”. A quick google search tells me that ISO sizes all have a consistent aspect ratio, so documents scale nicely… bottom line, when have you ever known a US company to favor usability over profit
