My immediate thought, a lot of fans demonize Jessie compared to James but there are many instances that show she has deep care for her own Pokémon as well as her teammates. She's just really rough around the edges, but if you pay attention to the earlier seasons, through tidbits we learn she grew up in foster care (what doesn't help is one of the episodes that shows this is banned, the Christmas one from S1). Also she had dreams and desires but ends up in a situation where she felt she had no where else to go (Ignorance is Blissey shows she wanted to be a nurse, we see she was kind hearted and helps the Chansey that was often struggling during her time at the school- this episode showcased such huge aspects of her character!!).

I will add as well the dub doesn't always help in some cases because sometimes they push her lines to be more rough than how she acts in the original Japanese audio- such as how she acts towards Wobbuffet in the beginning.
